Details
Fix cargo path in CI workflow 
- Use 'cargo' directly instead of full path
- Dockerfile sets PATH to include /usr/local/cargo/bin
- Fixes 'No such file or directory' error for cargo command
- Rust toolchain now properly accessible in container
