Move rpmStageOptions() from stage_options.go to osbuild2
Deduplicate the `rpmStageOptions()` function implemented in every distro `stage_options.go` to `osbuild2` package. RHEL-8.4 and code using osbuild v1 manifests are not touched. Signed-off-by: Tomas Hozza <thozza@redhat.com>
