These releases are already GA. For 9.6 and 10.0, we test them in a
scheduled GA pipeline, which runs the CI tests on GA runners, which
don't have RH VPN access. Previously, some tests in the GA pipeline
would fail, because they would use rpmrepo snapshots of nightly composes
for these releases, which are behind RH VPN. Change the test repo
definitions to use CDN repositories instead, which should fix the GA
pipeline.

RHUI-3 has been EOL on RHEL-8 and it is no longer being updated and we
do not take new snapshots of it. Use RHUI-4 instead. More info in [1].
It turns out, that the previously used RHUI-3 snapshot was missing
amazon-libdnf-plugin package, wich is required by the RHUI client.
As a result, the "weldr dot-notation" test has been failing in the GA
pipeline on RHEL-8. We do not run the test case on RHEL-8 in PRs of
`main` pipeline, because we test only on nightly composes and there are
no new releases being developed for RHEL-8. Therefore this was
manifesting only in the GA pipeline runs.
This change should fix the failures in the GA pipeline.

In repository files for RHEL 9.7 and 10.1, there were missing slashes at the end of the baseurl which caused the satellite regression tests to fail. The refresh job only subs the snapshot dates and leaves the rest of the url unchanged.
This also adds an actual repository json file for the test-disro.
Without this the repo.ListDistros() function doesn't return any actual
distros.

This is needed for GPG key import to work on RHEL-9, because the key
uses SHA-1. This results in the following error when importing the key
during the build of the build container:
"Signature not supported. Hash algorithm SHA1 not available."
We do not need the AUX key in our RHEL-8 repo definitions used for
testing.

Don't upgrade centos-9-stream repos in the Schutzfile, the newer ones
are broken. Considering CI is broken on main right now, that takes
priority, fixing centos-9 can be done in a followup.
The RPM GPG release key used by Red Hat to sign its content used to be
signed using SHA-1. SHA-1 is no longer accepted on RHEL-10 / c10s and as
a result, such key can't be imported during image build. The RH GPG
release key has been resigned using SHA256 some time ago. Let's use this
version of the key for all RHEL repositories.

The second key (auxiliary key 3) was not changed.

Update RHEL 8.9 and 9.3 repo definitions to use the CDN repos, since
these are already GA.
Add SAP repositories to all RHEL repo configs, to be able to build the
SAP image for testing purposes.
Fix minor issues found in repos (e.g. 8.8 RT repo pointing to 8.7,
etc.).

Where applicable, modify all repo config filenames to use a dot
to separate the release major and minor version. Modify test cases
to not remove dot from the distro version any more.
Existing tests will be extended (or new tests added) to explicitly test
backward compatibility and ensure that using old distro names without a
dot still works.

- Add ppc64le and s390x repo URLs to Fedora repositories.
- Add Fedora 40 (rawhide) repositories.
- Update Fedora testing repositories to latest snapshots, adding new
arches and F40 repos. Basically took what is in osbuild/images repo.
