fd72a6d16e run-koji-container.sh: drop the duplicate vhd.xz format
When the test upload a vhd.xz image to koji, it returns `koji.GenericError:
multiple matches for file extension: vhd.xz`. It seems like the default
schema is not valid for vhd.xz images because it contains two archive types
for them which koji cannot handle. I reported this issue as

https://pagure.io/koji/issue/3605

This commit works around that by removing one of the archive types, so koji
isn't confused by two same records.

f794cb757e tools: move to new utility-container builds
Use the new tags of the `osbuild/containers` repository. The
infrastructure was simplified a lot and the new tags are much easier to
handle without any conflicts when building other images.

Note that this change uses the `latest` tag of all images. As an
alternative, we can also switch to the `latest-<date>` tags, which would
use a pinned immutable image tagged by the given date. However, these
tags are burried somewhere deep down in the ./tools/ directory and are
easy to forget upgrading. So for now use `latest` until we have better
synchronization infrastructure in place.

However, if these images ever break and we want to get back stable CI
behavior, we can always switch back to older builds by picking those
immutable tags instead of `latest`.

3753a3b2d0 koji/test: use our quay mirror of the postgres container
docker.io has recently introduced a rate limiting on container pulls causing
the koji test to fail quite often.

To fix this issue, I created our own postgress mirror[1]. This commit switches
the Koji test to use it. Note that this change bumps the postgres version from
12 to 13.

3583399f4e test/koji: use the same X.509 generation logic as for other purposes
There's no reason to have 2 CAs and 2 places where we generate certificates,
this commit merges them together.

555934e303 koji: move run-koji-containers.sh to tools
Also install it is part of he tests subpackage. This a helper-tool, not
golang code, so should not live in `internal`. We need access to this
from the integration tests, so install it onto the tests system.
