Remove firewalld from the base package set for Azure and add it to all
the image-specific package sets except EAP (and explicitly exclude it).

Manifest changes for non-EAP image types is only the enabled-services
reordering: firewalld is last because it is appended to the base config.

Move the handling of the list of enabled and disabled systemd services
more to the end of the `os` pipeline, just before the SELinux stage.
This has no functional effect on produced images, but it will make it
nicer once the handling of the custom files and directories will be
added to the pipeline. Specifically it should be added right before the
services stage to allow enabling custom service files, but after all
other configurations that are applied to the image.
Regenerate all manifests.

The format-request-map is updated to remove the override for the
customized qcow for rhel-8.
The rhel-8 manifests are now identical to the rhel-87 counterparts.
Changes:
- Remove unneeded RPMs from the build root.
- /usr/bin/tar removed from the selinux stage.
- Changed order of the rhsm stage. This will not affect functionality.
Extract the non-RHUI specific package set and image configuration into a
common definitions, which will be used by both image types.
Redefine the package sets and default image configuration used by both
image types to inherit from a common definition.
Regenerate image manifests for RHEL-8 / c8s `vhd` and `azure-rhui`
images.
There is no change in the resulting manifest for the `azure-rhui` image
type. However there are substantial changes to the `vhd` image
definition, which is now almost identical to the `azure-rhui` image
type, to provide consistent experience regardless if using RHUI or not.
The default partition table used by the `vhd` image type has been kept
as it was before, since there is yet no consensus on what size to
standardize for both image types.
