f2671e0074 Update terraform SHA 
This update removes all repos on the f-37 runner during provisioning
which should resolve issues with "updates-testing" repo being enabled
and not overwritten.

b297ee8d40 CI: temporarily siwtch RHOS-01 to non-ssd instances 
There appears to be a problem with nested virtualization on newly added
hypervisors with ssd. I believe the issue is not preset on regular
instances, so switching to those until the issues can be resolved.

dc7968d5c7 terraform: update to use the new instance type 
The latest commit switched all our AWS x86_64 workloads to the newly announced
c6i.large instance type. I did some measurements and the test suite runs about
10% faster. Nice!

361ff64bfc ci: pin a specific RHEL 9.0b compose 
Otherwise, we get RPM failures. We also have to use a newer terraform
commit. :/

96d5f4e8f7 schutzbot: update images for RHEL 9 
Previously:
We used images built from pre-mass-rebuild composes but installed packages
from post-mass-rebuild composes. This caused weird stuff like sshd crashing
when installing non-related packages via dnf.

Now:
Both the image and repositories are post-mass-rebuild ones. This should solve
these weird issues.

dd3099f03d ci: run centos stream 8 integration test on openstack 
AWS doesn't have real KVM and it seems that booting Centos Stream image using
TCG stopped working (TCG was actually never supported on EL). Let's switch
to using OpenStack that has KVM support.

Also, I bumped the terraform repository because the older version didn't have
centos stream on OpenStack.
