Sanne Raymaekers 5eb8227bf3 cloud/awscloud: retry CreateFleet regardless of the error code ... The errors returned by create fleet are not entirely clear. It seems it also returns `InsufficientInstanceCapacity` in addition to `UnfulfillableCapacity`.
