tests/CI: Upgrade rhel 9.5 GA to 9.6 GA and add 10.0 GA

Upgrade CI to 9.6 GA and 10.0 GA (first GA runners for rhel 10) and remove 9.6 and 10.0 nightly runners from the CI.
