The `tree-diff` tool is used by the `gen-stage-diff` tool to generate
the stage `diff.json` files. A few of these stages have timestamped
files that need to be edited after the tool is run to replace the
`sha256` content hash with `null` so the stage diff tests ignore these
files.
This commit updates the `tree-diff` tool to check through a list of the
files that contain timestamps and to use the `null` value rather than
the `sha256` content hash so the stage tests don't fail.
`os.scandir()` can accept file descriptors only since Python 3.7. The
tool would previously fail with exception when run using Python 3.6.
The solution is to provide a path, which is done using a symlink in
procfs (this is already used within the tool).

For some reasons I forgot to fix those in the previous runs. Fix a

Detect the case that one file has a SELinux label but the other
file does not have any label at all. This was currently not
possible to detect because both calls to get the labels were
wrapped in one try-except block and any failure in one of the
two calls, like a missing label, would lead to an early return
of the function, with a success value.
Move the `tree-diff` tool into ./tools, which is our new place for tools
used by the test-suite or during development.
The only hard-coded user is the TestBase, so fix its path to the tool
so the test-suite will continue to find it.
