BuildRoot: drop unused device permissions
...
We only need permissions for loop devices, not for loop-control
and not for partitions.

BuildRoot: add support for an API sockets dir
...
Add a directory to each BuildRoot potentially containing a set of
sockets. Also add a helper to create a named bound socket in a given
BuildRoot.
