79ab1c2784 Schutzfile: update manifest-db ref 
Update manifest-db ref to the latest one. This should solve the problem
with GCP el8 repos being gone in the old manifests.

7aff6c9d3c Drop testing on F37 and F38, which are EOL

463d799dfd Remove unused repos as reported by ./tools/check-runners 
This removes these unused repos:

fedora-35
fedora-36
rhel-8.8
rhel-9.2

Note that that script also reports that rhel-8.7 and rhel-9.1 do not have
Schutzfile entries. That is because they are used in deploy.sh which
does not use Schutzfile to lookup the urls.

2848867434 ci: update manifest tests 
Manifest-db is finally unblocked and we can update the reference commit.
Done manually this time to speed up the process.
I'm also updating the set of distributions we are testing on, upgrading
it to what's is generated on manifest db.
