CI: Drop SonarQube and Schutzbot in favor of Snyk (HMS-3696)

Snyk is now being used for code analysis in favor of Sonarqube. This
commit drops Sonarqube. Schutzbot was only neccessary for running
SonarQube, so it has also been dropped.
