If image types are created that do not have a descriptive label then
default to using the image type.

ImagesTable: add target labels for new image types
...
The "guest-image", "image-installer", and "vsphere" image types now
display proper labels in the ImagesTable target column. Also, the upload
component is renamed to Target for consistency.
