Subject: [PATCH] koji-osbuild.spec: migrate the license field to SPDX

See the relevant Fedora change:
https://fedoraproject.org/wiki/Changes/SPDX_Licenses_Phase_1

We already verified that the SPDX format works well in the Enterprise Linux
pipeline.
