Adds support for using `bootc` as the preferred method for booting from
a locally created image. This new method gets rid of the need to create
a tarball and move it to the correct place and instead it will make use
of `podman scp` which copies the image to the root `containers-storage`
and then has `rpm-ostree` and `bootc` boot from that store.

We will now have a dedicated alpine based `distrobox` image. Due to
restrictions in how the `/tmp` directory in a `distrobox` image works,
it will not play nicely with generating a local tarball for rebasing a
locally built image. Going further into fixing this would required a
rootful setup and I'd rather leave the `distrobox` method as an easy way
to try out building a recipe for users who are not booted on a
`bluebuild` image.
Extra packages are installed to make the `distrobox` setup quicker and a
`distrobox.ini` file is provided to easily create the container and
export the CLI for use on the host machine. The `podman` binary is
passed into the `distrobox` container so that all images that are built
will be accessible locally and allows rootless operation without extra
setup.
The `build` subcommand can now take in any number of recipe files and
will build them all in parallel. Along with this new ability, I've added
a way to easily distinguish which part of the build log belongs to which
recipe. Check out the `docker_build` action of this PR for an example.

This updates the `template` subcommand to be `generate`. The `template`
usage will continue to work as an alias to `generate`. A new `switch`
command is added that will manage both `rpm-ostree rebase` and
`rpm-ostree upgrade` and is fully replacing the respective subcommands
as a breaking change.
The new `switch` command is under the feature flag `switch` and will
currently only build for the `main` branch builds until it is moved as a
default feature (`v0.9.0`).
