Angela P Wen 03d573167f Keep OLDEST_SUPPORTED_MAJOR_VERSION to 2 for now 
So that our changes can go into `releases/v2`. We will bump `OLDEST_SUPPORTED_MAJOR_VERSION` immediately after the next release.
