bc60af794d Install dnf4 into test image 
The fedora:latest image is now based on 41, and contains dnf5. This is
causing some tests to fail due to failing imports of dnf version 4.

1bb038ca72 Install missing deps in ci image 
tests requiring libmodulemd are skipped due to missing deps and
this patch could fix the issue.

edb4517e80 Add Dockerfile for building testing image 
There are two images because it's hard to install both Python 2
and Python 3 packages (e.g. libcomps) in latest fedora release.
