5b19bd6809 deps: update images to v0.18.0 
Update the images dependency to v0.18.0
This includes a change in the Fedora IoT remote configuration which is
now installed through an RPM instead of being hard-coded in the image
definitions.

d4332f85d3 deps: update osbuild/images to v0.3.0

4499356bfd go.mod: bump osbuild/images to c2aa82cc9a86 
images 0.1.0 and 0.2.0 were already released, but they are incompatible with
osbuild-composer's test suite. However, we need to support F40 as soon as
possible. This commit as a workaround: it bumps the dependency to a new enough
version that has Fedora 40, but it's old enough that it doesn't have
the breaking changes.

0e4a9e586f split: replace internal packages with images library 
Remove all the internal package that are now in the
github.com/osbuild/images package and vendor it.

A new function in internal/blueprint/ converts from an osbuild-composer
blueprint to an images blueprint.  This is necessary for keeping the
blueprint implementation in both packages.  In the future, the images
package will change the blueprint (and most likely rename it) and it
will only be part of the osbuild-composer internals and interface.  The
Convert() function will be responsible for converting the blueprint into
the new configuration object.

0292725ce4 internal/GCP: remove all remaining uses of cloudbuild 
Some uses of `cloudbuild` GCP API have been left in our internal cloud
API implementation for GCP. We do not use `cloudbuild` to import GCE
images into GCP any more.

Do not request the `cloudbuild` authentication scope when getting new
GCP client.

Update vendored packages accordingly.

03973acc1f distro/rhel: add payload repos to os package set 
Before instantiating the manifest, any repositories that contain a
package set key contained in `PayloadPackageSets()` should be added to
the os package set in order to correctly generate the `org.osbuild.rpm`
stage for the os pipeline.

Otherwise options like GPG keys are not set correctly.

0359647a82 go.mod: update to Go 1.18 
Fedora 35 support was dropped, so we can update to a newer Go.

Stable RHEL 8 and 9 and Fedora 36 ships Go 1.18, so let's switch to it.

"//go:build" directives are now apparently enforced by go fmt, so that's why
there were added.

Also, all the github actions were adjusted to use Go 1.18.
